Powering Progress: Niger State's Path to Sustainable Energy with ROGEAP

Just before the Easter break, the Regional Off-Grid Electrification Project (ROGEAP) was launched at TRANSCORP Hilton, Abuja, a collaborative effort between ECOWAS, the World Bank, REA, and Niger State Government. The objective was clear: to increase electricity access to households, businesses, and public institutions using modern stand-alone solar technology through a harmonized regional approach. The Niger State presentation showcased the state's readiness to be part of this ambitious programme, highlighting its strategic position as a host to several hydroelectric dams, including Kainji, Shiroro, Zungeru, and Jebba.

The launch event was graced by key stakeholders, including representatives from ECOWAS, the World Bank, and REA. The Commissioner for Power and Renewable Energy, Honourable Suleiman Umar, delivered a goodwill message on behalf of the Governor of Niger State, Farmer Umar Mohammed Bago. "Niger State hosts Kainji, Shiroro, Zungeru, and Jebba hydroelectric dams — yet millions of our rural citizens remain without electricity. This paradox defines our urgency and our resolve," he said, emphasizing the state's commitment to the programme. He reaffirmed Niger State's alignment with the Federal Government's energy access agenda and pledged active cooperation to the programme.

The Commissioner commended the REA MD and ECOWAS coordinator for their dedication and assured them of Niger State's commitment to the programme. He also acknowledged the World Bank Representative, stating that their presence signaled the regional and global importance of the launch. "We come to ROGEAP not as passive beneficiaries, but as committed partners — ready to provide institutional support, ensure community engagement, and drive implementation with the seriousness this investment deserves," he said.

Amina Sanusi, CEO of Niger State Investment Promotions Agency (NISPA), elaborated on the benefits of ROGEAP for Niger State. The project aimed to support, among other things, Primary Healthcare Centers and Tertiary Institutions, and was a win-win situation for the state, especially given the current challenges with electricity access.

Technical presentations followed, with Dr. Bello Salman outlining key initiatives for project sustainability. The implementation plan, supervision, and handover process were highlighted, providing assurance that the project was on track.

In his closing remarks, Commissioner Suleiman Umar reiterated Niger State's readiness to achieve sustainable development through ROGEAP. The state had already demonstrated its commitment by implementing a 100-Megawatt Solar Electrification Project financed by the Islamic Development Bank. Niger State made three specific requests: priority allocation of ROGEAP interventions, technical assistance, and flexibility in implementation timelines. The state committed to full institutional support, timely counterpart funding, and transparent reporting.

The farmer in Lapai, the nurse in Mokwa, and the seamstress in Bida were all waiting, and ROGEAP was part of the answer. Niger State was ready, and it was time to go to work.
