Born on September 16, 1966, in Kontagora, Niger State, he has dedicated his career to serving his community and contributing to the development of his state. February 6, 1991, marked the beginning of a distinguished career in public service. He worked with Niger State Agric & Mech Development Authority (NAMDA).

Throughout his tenure, Engr Balarabe has demonstrated exceptional leadership skills, rising through the ranks to become Acting Managing Director and later followed by Director of Engineering Services. His expertise and commitment earned him the position of Permanent Secretary of the Ministry of Works, Power and Renewable Energy, where he has likely played a key role in shaping the state's infrastructure and energy landscape.
